JOB SUMMARY

Under the general direction of the Parks and Facilities Manager and/or Parks and Recreation Director, this position assists in planning the activities, projects, and personnel engaged in performing grounds and parks maintenance work, inspections, and repairs to include athletic fields, courts, playgrounds and other amenities, turf maintenance, tree care and urban forestry operations, irrigation system maintenance and programming, lake maintenance, administrative tasks, and special events. This position requires a strong focus on leadership towards employee engagement, mentorship, and the development of the Parks Maintenance Team.

ESSENTIAL FUNCTIONS

  • Assists in scheduling, supervising, and performing of daily operations of the Parks and Recreation Department. Schedules staff for specific projects and maintenance tasks daily.
  • Daily inspections of parks, work order creation and management, daily checkups, and spot checks of the various crews on the job sites
  • Supervises ground maintenance operations to include pruning, removals, planting, root flare work, inventory maintenance, hazardous tree assessments, tree health and condition assessments, and emergency response.
  • Supervises, evaluates, and/or performs various park maintenance tasks, such as: planting and removal of trees, shrubs, flowers, ground covers, litter control, turf maintenance, weed control, repair and maintenance of athletic fields; irrigation system, lake repair and maintenance, maintenance and repair of structures, landscape, and structure construction. Ensures quality control throughout each project. Identify pest populations and treatment programs.
  • Participates in payroll and timekeeping.
  • Supervises athletic fields, special park reservation requests and special events.
  • Evaluates the performance of employees and coaches them on opportunities for professional development. Maintains records of work performed such as job assignments, jobs completed and specific reports regarding labor, materials and equipment use.
  • Hires, supervises, counsels, trains, develops, and evaluates assigned personnel. Addresses employee concerns and issues, counsels and redirects staff as necessary, reviews employee performance evaluations, and completes appropriate evaluations for direct reports.
  • Investigates citizen complaints and requests for services such as athletic field usage, park reservations, tree matters, and general park concerns.
  • Provides in-field inspection services.
  • Assists with scheduling trainings and professional development for the department. Requisitions equipment, materials and supplies through established purchasing guidelines. Coordinates the procurement and delivery of materials, equipment, and supplies to assure completion of assigned jobs.
  • Participates in annual budget development in conjunction with the Parks and Facilities Manager.
  • Assists in inventory, procurement, and storage, and general upkeep of equipment
  • Respond to emergency service matters, coordinate with the Police Department and other agencies to respond to vandalism incidents, off-hour calls as needed, and to coordinate repairs to vandalized facilities and ensure security of the park system.
  • May be required to work evenings and weekends.
  • Performs all work duties and activities in accordance with department and/or Town policies and procedures.
  • Works in a safe manner and reports unsafe activity and conditions. Follows Town-wide safety policy and practices, and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the Town’s Health and Safety Manual.

  • Work in a variety of weather conditions with exposure to the elements.
  • Work cooperatively with the general public and other Town employees.
  • Work safely without presenting a direct threat to self or others.

MINIMUM QUALIFICATIONS

  • An associate degree in Parks and Recreation or related field.
  • Five years’ experience maintaining and supervising parks, campuses, or equivalent facilities.
  • Any equivalent combination of education and experience sufficient to perform the essential functions may be considered.
  • Certified Playground Safety Inspector (CPSI) or ability to obtain within 6 months of employment.
  • Office of Pest Management Applicator License or ability to obtain within 6 months of employment.

PREFERRED QUALIFICATIONS

  • Course work at a community college, vocational or technical trade school in horticulture, landscape management, park management or building and construction technologies desirable.
  • Knowledge of plumbing, electrical, mechanical, irrigation, concrete, heating ventilation and air conditioning (HVAC) systems, carpentry, playground, and sport court repairs.
  • The ability to read/understand construction documents.
  • Certified Parks and Recreation Professional (CPRP).
  • Certified Irrigation Technician (CIT) or better.
  • Certified Sports Field Manager (CSFM).
  • Backflow Prevention Assembly General Tester Certification.

REQUIREMENTS      

  • Valid Driver’s License required. Arizona Driver’s License within ten days of hire.
  • Successful completion of a criminal background check prior to beginning employment with the Town. Incumbents must submit to a criminal background check, conducted by the Town, a minimum of once every three years.
  • Must pass a pre-employment physical and a 50-pound lift test.
